It is vital to have a public official to lead and drive the work within the municipality. Finding this leader has proven to be instrumental in bringing the development and approval of the regulation to fruition.
Having a team that offers the different competent perspectives within the municipal administration will make the process more efficient and ensure the proper development of the regulation.
Having the support of the entity’s senior management and the highest municipal official will ensure leadership and prioritization of the development of the regulations. This support will be essential for the approval of the regulation by the Municipal Council, or the official that applies according to the country.
Involving key stakeholders in the development of the regulation will not only contribute to define key aspects of the regulation, such as incentives and geographic area, but will also lead to its proper application and acceptance.
As indicated in Annex I, the technical legal support report should include the national, regional and local policy regulations, if applicable, on urban planning and buildings on which the development of the regulations in question can be based. This activity also makes it possible to identify limitations or risks for approving a regulation of this nature.
This guide provides a list of possible incentives, which can be analyzed by the working group, in order to make a decision on which may be the most attractive forbuilders and developers or potential beneficiaries.
To carry out the dissemination of the regulation, it is recommended to rely on different organizations that support sustainable construction, such as the Sustainable Construction Councils or the Chambers of Construction. Internally, all officials and public servants linked to building permits and approved incentives should be trained, starting from those who provide information and guidance on this type of procedures, urban reviewers or curators, technical commissions for the evaluation of building permits, inspectors, verifiers or other competent professionals.
For reporting and communication purposes, it is advisable to monitor progress in the application of regulations, as well as the impact that sustainable buildings are having on the use of resources, mainly water, energy and materials. Based on these results, improvements to current regulations can be proposed, if necessary.
